History

The Faculty of Public Health first derived independency from the Physical and Health Education Section, under Ubon Ratchathani Teacher’s College in 1977. Due to further re-division of the Section into two Departments, under the new Faculty, the Section then was divided into Health Education Department and Physical Education Department with the original faculty members respectively divided under the Faculty of Science and Technology.

The Health Education Department offered the High Vocational Certificate Program in Health Education and another two sections of a Two-Year Continuing Program with the following committee members:

2. (Ajarn) Pensri Intharachart, Committee of Academic Affairs

3. (Ajarn) Potjanee Sangiamjit, Committee of Activity Affairs

4. (Ajarn) Krongkaew Muanthai, Committee (Temporary Duty from Suan Dusit Teacher’s College)

5. (Ajarn) Napaporn Sanpanawat, Committee (Transferred from the Faculty of Medicine, Khonkaen University)

In 1978, the Department of Health Education offered an Undergraduate Level, Bachelor of Education (Two-Year Continuing Program) to one section and another section in High Vocational Certificate.

In 1979, regular classes in Bachelor of Education (Two-Year Continuing Program) and three sections of weekend classes (during Saturday and Sunday) under the Teacher’s Training Program were offered.

During 1980-1983, three sectors of regular classes, weekend classes, and continuing program (evening classes during Monday and Friday) were offered.

In 1984, the Curriculum Committee of the Department has been changed as in the following:

In 1985, a four-year regular class (B.Ed. 1.6), a weekend class (two-year continuing program) and, in the academic semester of 3/2528 (1985), a weekend class, equivalent to and in place of the old Teacher’s Training Program were offered.

In 1987, the Teacher’s College rearranged the new government sectors having the Department of Health Education turned into the Department of Health Science, with a Major in Health Education.

In 1993, Ubon Ratchathani Teacher’s College was re-established as Ubon Ratchathani Rajabhat Institute.

In 1997, Ubon Ratchathani Rajabhat Institute had an academic cooperation project with Sirindhorn College of Public Health, Ubon Ratchathani to coordinate in academic activities. The Department of Health Science then began to offer a curriculum in Community Health in the academic semester 1/2541 (1998) primarily to weekend students according to the priority need of undergraduate degrees for the personnel in Public Health.

In 1999, the administrative restructuring of Ubon Ratchathani Rajabhat Institute called for the change in Department to Program. The Department of Health Science, Major in Community Health then became Community Health Program with the committee members from both Ubon Ratchathani Rajabhat Institute and Sirindhorn College of Public Health, Ubon Ratchathani as follows:

The Department of Health Science, Major in Health Education then became Health Education Program with the Committee Members between 1999 and 2001 as follows:

2. (Ajarn) Napaporn Sanpanawat, Committee Member

3. (Ajarn) Penprapa Dokduang, Committee Member

Later, Ubon Ratchathani Rajabhat Institute issued an official announcement of committee members of Community Health Program, number 0291/2545 dated January 29, 2002 as listed below:

2. Associate Professor Potjanee Sangiamjit, Committee Member

3. Assistant Professor Penprapa Dokduang, Committee Member

4. (Ajarn) Nithi Papatsara, Committee Member

Health Education Program offered two curriculums of Bachelor of Education in Health Education and Bachelor of Science in Health Education before it terminated in 2005.

In 2004, Assistant Professor Kasem Boonrom, the President and Med. Dr. Phaichit Pawabut, the President of Ubon Ratchathani Rajabhat Institute Council then had a policy to develop master’s degree programs assigning the Community Health Department to develop Master of Public Health Program, drafted in 1999 unapproved. The draft was partially modified according to the policy and plan of public health in cooperation with Dr. Thanawat Imsomboon, a specialist in public health. The curriculum then was approved by the Office of Higher Education on September 23, 2005 and approved by the Office of Civil Service Commission on October 7, 2010. It was opened to the first batch of students as Master of Public Health in Health Promotion Program in the academic semester 2/2547 (2004) under the curriculum committee consisting of:

3. Assistant Professor Penprapa Dokduang, Committee Member

4. Assistant Professor Sanit Phokhaphan, Committee Member

With the re-establishment of Ubon Ratchathani Rajabhat Institute as Ubon Ratchathani Rajabhat University and the Program reformed, the Department of Community Health was proposed with an official announcement of committee members of Department of Community Health, number 0220/2549 dated November 1, 2006 as listed in the following:

1. Assistant Professor Napaporn Sanpanawat, Chair of the Committee

2. Associate Professor Potjanee Sangiamjit, Committee Member

3. Assistant Professor Penprapa Dokduang, Committee Member

4. (Ajarn) Ornanong Bureelert, Committee Member

5. Assistant Professor Jariya Panthawangkoon, Committee Member and Secretary

In 2009, the Department of Community Health was supported by Med. Dr. Phaichit Pawabut, the President of Ubon Ratchathani Rajabhat University Council and Assistant Professor Chaiwat Buntharik, the President of Ubon Ratchathani Rajabhat University then in the development and implementation of the Faculty of Public Health.

Accordingly on November 26, 2010, the University Council passed a resolution approving the establishment of the Department of Community Health as the Faculty of Public Health. The Faculty of Public Health was then officially announced on December 1, 2010 with the official announcement number 004/2554 dated April 4, 2011 appointing Assistant Professor Napaporn Sanpanawat as the of the Faculty.
